Nine months of design work.

The IRM is fine for getting a sense of how the language works.
But it is not definitive.  There were very many small changes
and clarifications made throughout the language between the
DRM and the IRM.

I'm not even sure why the IRM is still posted.  I believe
that rights to post the DRM have been obtained.
