Dylan doesn't. Gwydion Dylan has conditional compilation, but the
general perception is that it should be avoided by properly factoring
out platform dependencies into modules.

Wide character support works quite well in Gwydion Dylan, but the
support libraries for charset conversion aren't there yet.
