You can contact Functional Objects (http:/www.functionalobjects.com)
and ask them about going on the Functional Developer beta
program. Functional Developer is the successor to Harlequin Dylan - a
windows Dylan IDE.

Another option is the personal edition of Harlequin Dylan 1.2. This is
still available for download from the Harlequin ftp site. You'll need
the following files:

ftp://ftp.harlequin.com/pub/dylan/hdper_12.exe  (26MB)
ftp://ftp.harlequin.com/pub/dylan/hdlibpack1_12.exe  (4MB)
ftp://ftp.harlequin.com/pub/dylan/hdsvcpack2_12.exe  (2MB)

Install them in the order above and this will give you the personal
edition of Harlequin Dylan 1.2.
