They used to be online at the Harlequin web site but they don't appear
to be there anymore. Functional Objects doesn't seem to have it online
either.
You can download them by downloading the Harlequin Dylan 1.2 personal
edition documentation:
ftp://ftp.harlequin.com/pub/dylan/hdperdoc_12.exe (12MB)
On the same server there are some documents that may be the DUIM docs
going by the name:

Or you could download and install Harlequin Dylan 1.2 Personal Edition

system.
