What is in your PATH environment variable? You should have something
like:

  PATH=...somepaths...;c:\fd20\bin;c:\fd20\redistributable;...otherdata...

Note that the bin directory must come before redistributable. Also
note that you shouldn't install the run time library. It is included
with the development environment.

Apart from that, I'm out of ideas, sorry!
