plot_individual_user

This is a bar chart of gross government debt as a percentage of GDP for the year 2011. The 
data is broken down by country and the debt is divided between foreign debt and national debt. 
Japan and Greece are at the top, and it's a sharp decline down to Spain at the bottom of the 
list.
