old. The chart shows Spain to have the highest broad unemployment rate at 16.4%, and Norway 
the lowest at less than 10%.

quarter of 2012. Spain led the way at nearly 25%. Norway was the lowest with under 5%. The 
chart also shows the "broad" unemployment rate which is a bit more encompassing and is always 
higher than the standard rate. The chart is actually sorted by this rate.
