Hi,
Currently the initial-count specified for a <semaphore> in FD's threads
library cannot be negative. Many semaphore implementions don't
allow negative initial counts, but many do. Allowing negative initial
counts would seem to be an easy change and makes the <semaphore> class
more flexible, so I propose that this feature be changed in Functional
Developer if possible. Any comments?
