There's also the option of Dynamically loaded libraries. Developers of
emacs lisp packages can use a Dylan compiler to produce their systems
and ship the shared libraries. Uses just need to load them using a
configuration file. Not as extensible as emacs though.

Other options could be:

1) A cut-down fun-dev for just providing running the editor with
   dynamic compilation.

2) Marlais as the compiler.

3) Add a Dylan scripting language...
