I'd say it's a whole harsh, but I'm sure the poster didn't mean to troll.

Gwydion's web site uses PHP as well. We have CGI and MySQL packages but 
we use PHP for the web site because that's kinda what it's written for. 
Checking Microsoft's Visual C++ page shows it to be written in ASP...

There's the Koala Dylan web server and dynamic page system:

Fun-Dev has sockets and ODBC support and can be used to make DLLs as 
well as standalone applications, so there's absolutely no reason why it 
shouldn't be used for web work.
