Do little languages permit poetic license?

A PR firm creating a slogan might play a misdirection game with "All men
are created equal" (which has high recognition rate and positive
associations), to give "All ___ are [surprise!] *not* created equal."

They wouldn't win any advertising industry awards for such a slogan, but
it's still an intentional and perfectly valid use of the language.
