One question I'd add is:
"Will your language have an adversarial relationship with C?"

Certain languages want you to write everything within the language(LISP 
& Smalltalk, for example). Others encourage  and assume there will be 
heavy use of C bindings. Knowing the answer to this question can help 
make decisions about a number of things such as how concurrency should 
be handled (wether it is done within the language or on the C side).
